Plugs not working?
There is a certain kind of plug called a GFI most of the time found in bathrooms, kitchens, or outside. Oftentimes this plug will trip due to water exposure or overdraw.
Sometimes when a breaker trips it doesn't move the switch totally to the "off" position so it can be hard to tell if the breaker has been tripped at all. It's a common error.
Light not working?
Try changing the bulb, it may seem obvious, however make sure the bulb your putting in to test the light is working before trying it in the unresponsive fixture.
